2008 DGI Board


Eileen Deegan
U.S. Department of State

Eileen Deegan works as an analyst for the U.S. Department of State’s American Corners Program. Previously at the Department, she was an electronic resources librarian, and a reference specialist for the Economic Security Team. In 2005-2006, she co-chaired the Government Information Division’s communications committee, and in 2004, served as DC/SLA’s second vice-president. Prior to that, Eileen co-edited the Washington Area Library Directory 3rd edition, and DC/SLA’s newsletter, Chapter Notes.

Chris Zammarelli
The Brookings Institution

Chris Zammarelli is currently a graduate student at University of Maryland's College of Information Science. He is writing a master's thesis on the use of Web 2.0 technologies in e-government, and expects to receive his MLS in May 2008.  Chris is the library assistant at the Brookings Institution, and previously worked as a library technician at the National Foreign Affairs Training Center.  He is a graduate student member of the Center for Information Policy and E-Government, and writes the library science blog Libraryola.

Peggy Garvin
Garvin Information Consulting

Peggy Garvin is an information consultant specializing in U.S. government information and author of The United States Government Internet Manual, an annual reference book from Bernan Press.  She has worked with government information, libraries, and information technology over her twenty-year career with the Library of Congress Congressional Research Service and in the private sector.

David McBee
Office of the Comptroller of the Currency
Secretary, 1 Year, Jan 2008 – Dec 2008

David has been a reference librarian with the Office of the Comptroller of the Currency (OCC) since 2004. The OCC is the bureau of the Department of the Treasury that charters and regulates the national banks. Prior to that, he worked in a variety of positions in the library at the Federal Deposit Insurance Corporation. David has been an active member of SLA since 1998 and is a member of the Financial Institutions Section of the Division of Business & Finance, the Government Information Division, and the Gay, Lesbian, Bisexual & Transgender Interests Caucus (GLBTIC). David publishes a mildly amusing blog: Library Buzz.

David Martin
University Of Iowa, Business Library
Treasurer, 2 Years, Jan 2008 – Dec 2009

Dave is currently Director of the Pomerantz Business Library at the University of Iowa.  He has been a business librarian for 15 years and has worked as a general reference librarian and a catalog librarian.  He teaches a for-credit course to business students at Iowa and is active in the SLA/Iowa chapter.  He lives with his wife Diane in Iowa City.  He has two grown sons and a granddaughter all living in California.

Valerie Allen
Office of Scientific and Technical Information
Director, 1 Year, Jan 2008 – Dec 2008

Valerie Allen is a Senior Technical Information Specialist at the Department of Energy's Office of Scientific and Technical Information (OSTI).  Her main responsibility is as technical manager of the interagency Science.gov, coordinating with various federal government agencies and implementing three major versions of the site since 2001.  She was named a 2005 Mover and Shaker by Library Journal and was awarded one of four 2005 CENDI Meritorious Awards.

George Franchois
Department of the Interior
Director, 2 Years, Jan 2008 – Dec 2009

George Franchois is the Coordinator of Library Services for the Department of the Interior Library. In this federal role, he also acts as the Contract Officer's Technical Representative, overseeing the implementation and operation of the Library staffing contract between Lockheed-Martin/Aspen Systems Corporation and the Interior Department. Prior to his current appointment, he worked for Lockheed-Martin/Aspen as the Project Manager for the DOI Library contract from 2002-2006. He has also served at the DOI Library as Deputy Project Manager/Reference Librarian from 2000 to 2002 and as a Library Technician from 1994 to 2000. He also has experience as a Library Technician at the Broadcast Pioneers Library in Washington from 1988 to 1991 and the EPA Headquarters Library from 1991 to 1994.
